WSPR - Would you count it as QSO ?

Recently I am receiving eQSL confirmations when I was using WSPR mode for antenna testing. I am a bit unsure to confirm these types of contacts. What do you think ? Do WSPR contacts really count as QSO's (2-way contact) ?

it's up to you to recognize as 2 way qso.

I have found a question and answer to ARRL award manager where if count WSPR as digital

WSPR mode is set up in LoTW and logs with these QSOs will be accepted.

Interesting, thank you. But I was under the impression that a QSO has to include at least of an exchange of the Callsigns of the two stations involved and the exchange of a signal report to be accepted as a QSO. I think that is not the case with WSPR, since I am just broadcasting my callsign. Just my two cents...
